DC orders strict action against defacement of public property

Taking serious note of the increasing incidents of defacement across Ludhiana city through unauthorized posters, graffiti, banners, wall writings, and similar activities on public walls, infrastructure, and properties, Deputy Commissioner Himanshu Jain on Monday issued stringent directions to curb these violations of the Punjab Prevention of Defacement of Property Act, 1997. These acts not only mar the city’s aesthetics but also disturb public order.
To ensure immediate remedial and preventive measures, the DC has directed the Commissioner, Municipal Corporation to ensure the immediate removal of all unauthorized defacements across the city. A dedicated team under a nodal officer must be constituted within 48 hours for ward-wise monitoring and cleaning operations. Weekly status reports, detailing locations cleaned, new cases identified, and actions taken, are to be submitted every Monday to the DC’s office. Non-compliance will invite strict accountability for the nodal officer under relevant administrative provisions.

The Commissioner of Police, Ludhiana, has also been ordered to enforce strict compliance with the Punjab Prevention of Defacement of Property Act, 1997, including registration of FIRs against individuals or organizations responsible. Enhanced patrolling and surveillance, particularly near public infrastructure, government offices, flyovers, and high-visibility areas, have been mandated. Police stations are required to maintain records of such cases and submit weekly compliance reports to the DC’s office.
The Deputy Commissioner emphasized that defacement of public property is a serious offence and urged all residents, organizations, and others to refrain from such activities. Strict legal action will be taken against violators without exception.
