Commissioner of Police Amritsar Gurpreet Singh reached the place of the encounter while giving information and said that Commissionerate Police Amritsar has busted an organised criminal module linked to gangster Jaggu Bhagwanpuria, involved in extortion and armed intimidation, following precise intelligence and swift police action.
On 07.01.2026, a police team was deployed near Putlighar Chowk for patrolling and checking of suspicious persons. During the operation, credible secret information was received that Kulwinder Singh @ Billa had formed an active gang comprising Vikram Singh @ Mamman, Manpreet Singh @ Bura and Gurpreet Singh @ Gopi.
The gang was allegedly involved in target killing and demanding ransom on the directions of gangsters Amrit Dalm and Keshav Shivala, both abroad.
As per the input, Kulwinder Singh @ Billa, along with 5–6 armed associates, was present near Pimpti Guest House, preparing to execute a serious criminal act using a Hyundai Verna car.
Acting without delay, FIR No. 03 dated 07.01.2026 under Sections 310(4), 310(5), 303(2), 317(2), 190, 191(3), 341(2) BNS and 25/27 Arms Act was registered at Police Station Cantonment, Amritsar, and a raid was conducted.
On spotting the police party, the suspects attempted to flee. Three accused Vikram Singh @ Mamman, Manpreet Singh @ Bura and Gurpreet Singh @ Gopi were apprehended along with 01 Car (Hyundai Verna), 02 Swords and 01 Datar on the spot.
Two accused, Kulwinder Singh @ Billa and Aditya Raj @ Aditya, managed to escape. During interrogation, the arrested accused revealed that both absconders were armed with pistols.
On 08.01.2026, police received reliable information regarding the movement of accused Kulwinder Singh @ Billa and Aditya Raj @ Aditya in the Meerakot area.
Accused Aditya Raj @ Aditya, along with Kulwinder Singh @ Billa, was riding on a motorcycle when they were signalled to stop by the police party; instead, both accused attempted to flee from the spot, with Kulwinder Singh @ Billa riding the motorcycle and Aditya Raj @ Aditya as the pillion rider. During the chase, accused Aditya Raj @ Aditya opened fire twice at the police party with intent to kill, one bullet striking the bumper of government vehicle. Despite being warned by SI Jatinder Singh, SHO PS Cantonment, to stop, the accused again fired. Acting in self-defence, SI Jatinder Singh fired one round from his service weapon. Accused Aditya Raj @ Aditya sustained a bullet injury to his right leg, was overpowered with the help of the police party, and immediately shifted to Hospital for medical treatment. On search, one 9mm pistol (Made in Turkey) used in the firing was recovered from the possession of accused Aditya Raj @ Aditya, while one .32 bore country-made pistol was recovered from the possession of accused Kulwinder Singh @ Billa.
In this regard, a separate FIR No. 05 dated 08.01.2026 u/s 109, 3(5) BNS and Arms Act was registered at Police Station Cantonment, Amritsar.
Arrested accused Aditya Raj @ Aditya is directly linked to gangster Jaggu Bhagwanpuria and Keshav Shivala and was executing criminal activities on his instructions. To conceal his identity and evade law enforcement, the gangster deliberately used an out-of-state associate as his close aide. Arrested accused Kulwinder Singh @ Billa directly linked to gangster Amrit Dalm.
